This rock seems to have powers and can evolve certain pokemon. You can evolve an eevee here if it's level 25 and up but you must pass the quest to get to the rock. Don't worry it's not that hard as long as you don't get lost...

Route Two - Eventide Forest
Overrun with grass Pokemon, Eventide forest is a great place to build up your team. After beating Brook, it's good idea to stock up on needed Pokemon. Deep within Eventide Forest is a mini-quest. If you have an Eevee, you can take it to Moss rock to evolve once it's level 25.
